The process of expanding the petrochemical industry in Iran was carried out in the form of three construction programs during the years 1342 to 1365. The results of these three construction projects were to supply the domestic needs of chemical fertilizers, petrochemical base materials, and the construction of numerous petrochemical plants, including Bandar Imam, Farabi, Khark, Pazargad, Ahvaz, Razi and Shiraz petrochemical development plans have ended.

Iran's 8-year imposed war with Iraq caused the development of Iran's petrochemical industry to stagnate, that's why the Shiraz petrochemical development project ended, but the plan to build the Imam port petrochemical was stopped. After the end of the imposed war, the plan to rebuild the damaged complexes due to the war continued until 1373, and the operation of some basic projects such as Isfahan Petrochemical, Arak and the completion of the Imam Port project took place during this time.

Export development, privatization, profit in the plans and policies adopted in the second five-year period, i.e. 1374 to 1378, were among the other stages of petrochemical development in Iran, with goals such as optimal use of existing capacities, creation of new production capacities and attention Specially followed research and development.

The main goal of the country's policy makers was to sell 20 billion dollars of petrochemical products by the end of the fifth economic development program of the petrochemical industry, and although many of the plans were implemented to achieve these goals, the pressure of sanctions from the mid-1980s and the internal challenges of the petrochemical industry such as how Privatization, the feed sector and issues like this made the development process of the petrochemical industry slower and more difficult day by day.
